Cabarrus County, one of North Carolina's top ten fastest-growing counties, embarked on a transformative project in 2019 to modernize and expand the Cabarrus County Courthouse in downtown Concord. Approved by the Cabarrus County Commissioners, the five-year renovation and expansion aim to meet the community's needs for the next 100 years. Simultaneously, the city of Concord initiated a $13,000,000 infrastructure and streetscape project to enhance sidewalks to 22 feet, boost walkability, and create additional space for outdoor dining.


County and city leaders collaborated closely to ensure the two plans complemented each other. The courthouse expansion, a 250,000 square-foot addition located behind the historic courthouse, extends into Means Avenue and connects to the 1975 courthouse facing Union Street. The new design also incorporates a public plaza on Church Street, completing the Cabarrus County Government Center and blending seamlessly with downtown Concord's aesthetics.


At the topping-off ceremony, Senior Resident Superior Court Judge Martin B. McGee highlighted the community-driven nature of the project, stating, “This building is a manifestation of our community’s commitment to the cause of justice. It is being built the Cabarrus way – with listening, leadership, collaboration, and a dedication to doing things the right way.”


As part of this venture, the city of Concord closed a portion of Means Avenue, transforming it into a pedestrian plaza. Downtown staff worked alongside the county and construction teams to keep businesses and residents informed about road closures and construction impacts, minimizing disruptions to the community.


The new courthouse will address the growing demands of the local court system. Over the last 30 years, usage of the courthouse has increased by 131%, with court filings more than doubling in the past seven years. While many visitors come for official business, the investments in both the courthouse and the streetscape offer an opportunity to attract more consumers to downtown Concord.  The enhanced infrastructure, combined with the historic charm and vibrant atmosphere, is expected to boost economic activity and create a more accessible and inviting downtown experience for residents and visitors alike.
